Author Permit is a problem associated with most Samsung galaxy phone that dual SIM, eg galaxy grand duos i9820, galaxy grand win, grand 2 etc
Author Permit appear when you try to call from your phone, this bugs prevent from calling out from the phone, when ever you dial from the phone the Author Permit will pop up

The solution to this bugs has not been release by Samsung but am sure no patch will be release to solve this problem in future.
The best solution to this problem is to use a "Third party dailer" A thi rd party dailer enable you to place call the way your phone dailer will do.

There tones of third party dailer on play store, but i will recommend just two of them to you
1- exDailer; Free to use, good interface and everything is okay with this app. i use to get it for friend.
2- Truedailer: This is my favorite dailer out there as its the best out there, true dailer is a subsidiary of truecaller and is the best way to identify unknown number calling you
